Past Performance and CPARS
Why your performance record follows you, and how to manage the evaluations that shape future bids.
Past performance is one of the most heavily weighted factors in federal contracting. The government documents how you performed in the Contractor Performance Assessment Reporting System (CPARS), and those ratings influence whether you win future work.
How it works
- At stated intervals and at completion, the government evaluates your quality, schedule, cost control, management, and compliance.
- You are given the chance to review and comment on the assessment before it is finalized.
- Ratings are generally visible to other agencies through the Past Performance Information Retrieval System.
Manage it actively
Treat the evaluation cycle as part of the job. Watch for notices that an assessment is ready, respond with facts and documentation when a rating is unfair, and resolve issues during performance rather than after. A strong, complete record is an asset you carry into every future competition.
When you are new
New firms can rely on the past performance of key personnel and subcontractors, and on relevant commercial work. Say so clearly and support it with references.
