Writing a Winning Construction Proposal
Turn the evaluation factors into a proposal that scores, while keeping it responsive to the instructions.
On a best-value procurement, the technical proposal is where you win or lose before price is even opened. The best proposals are written to the evaluation criteria, not as a brochure about the company.
Mirror Section M
- Under each evaluation factor, state your understanding, your approach, and the evidence that you can deliver.
- Name your key personnel and give the experience that matters for this project.
- Describe your quality control, safety, and schedule approach in concrete terms.
- Address risk: what could go wrong and how you will manage it.
Respect Section L
Follow volume structure, page limits, and font requirements exactly. Reviewers score what they are told to score, and a non-responsive proposal can be rejected regardless of quality.
Make past performance easy to assess
Give references for similar projects and describe your role and results. If your firm is newer, emphasize the experience of your team and the strength of your approach.
